Even while on the run from the law, Boutrese remained popular among segments of the poor and working class for his policies introducing universal school meals, free health care and a minimum wage. Bouterse first came to power as a young army sergeant major after a coup in 1980, five years after Suriname, on the northeastern coast of South America, gained independence following three centuries of Dutch rule.
